AI Becomes Infrastructure: Europe's Android Decision Changes Everything

For decades, technology regulation has focused on products. Governments regulated monopolies, enforced competition, and occasionally imposed fines when companies crossed legal boundaries. The European Union's latest action against Google is fundamentally different. It is not about punishing past behavior. It is about defining the future architecture of artificial intelligence.

The Digital Markets Act (DMA) requires Google to provide competing AI providers with the same Android interoperability enjoyed by Gemini. At the same time, Google must make portions of its search ecosystem available to competitors under defined conditions. The headlines have understandably focused on ChatGPT, Claude, Mistral, and other AI assistants gaining access to Android capabilities previously reserved for Google's own AI. While significant, I believe the real story lies beneath the surface.

Europe is quietly redefining the AI interaction layer as digital infrastructure.

That single shift in philosophy changes everything.

A Lesson from History

History has shown us that every technology reaching a certain level of societal importance eventually transcends private ownership. Railroads became essential infrastructure. Electrical grids became regulated utilities. Telecommunications evolved into critical public services. The Internet itself moved from being an experimental network into the foundation upon which governments, healthcare, finance, commerce, and education now depend.

Artificial intelligence is approaching the same inflection point.

The EU is signaling that the software layer connecting AI to devices, applications, operating systems, and users is becoming too important to remain the exclusive advantage of a single platform owner. Once that layer becomes foundational to economic activity, governments begin viewing it differently—not simply as software, but as infrastructure that must remain accessible to ensure innovation and competition.

Whether one agrees with that philosophy or not is almost beside the point. The precedent has now been established.

The Real Asset Isn't the Model

Public attention remains fixated on large language models. Every week brings comparisons of reasoning ability, benchmark scores, token windows, or response quality. Those capabilities are impressive, but they are not where long-term competitive advantage will reside.

The real value lies in what AI is permitted to do.

An intelligent model without access to the surrounding ecosystem is little more than an advanced conversational engine. Its true value emerges only when it can interact with the operating system, launch applications, access sensors, retrieve information, maintain context, and execute work on behalf of its user.

That operational layer is rapidly becoming the bridge between human intent and digital execution.

Control that layer, and you influence the future of computing.

The EU has effectively concluded that this bridge cannot belong exclusively to one organization.

This Decision Extends Far Beyond Google

Today's discussion centers on Android. Tomorrow it will involve every major technology platform.

Apple.

Microsoft.

Amazon.

Meta.

Every company building an AI ecosystem will eventually face the same fundamental question:

Can a platform owner reserve privileged operating system capabilities exclusively for its own artificial intelligence?

Europe's answer is increasingly clear.

Not if those capabilities have become essential to competition.

This is not merely an antitrust debate. It is the emergence of a regulatory philosophy that treats AI interoperability much like open communications standards transformed the growth of the Internet decades ago.

The Identity Question Nobody Is Asking

From my perspective, however, the most important implication has almost nothing to do with competition.

It has everything to do with identity.

Once multiple AI assistants gain privileged access to mobile operating systems, enterprises inherit an entirely new category of risk. Every autonomous agent becomes another digital identity capable of making decisions, accessing sensitive information, and acting on behalf of a human being.

That immediately raises questions that today's IAM platforms were never designed to answer.

Who delegated authority to the agent?

What business purpose is it fulfilling?

What data should it access?

How long should that authorization remain valid?

When should those permissions disappear automatically?

Traditional Identity and Access Management authenticates users before granting access.

Agentic AI requires identity systems that continuously evaluate trust while work is occurring.

That distinction represents the transition from IAM 2.0 to IAM 3.0.

Infrastructure Requires Governance

History teaches another important lesson. Every time society creates new infrastructure, governance inevitably follows.

Roads require traffic laws.

Electrical grids require reliability standards.

Financial systems require oversight.

Artificial intelligence will be no different.

Opening AI interoperability does not simply create more competition. It dramatically increases the number of trusted participants operating inside an ecosystem. Every additional AI assistant introduces new identities, new permissions, new delegated authorities, and new opportunities for abuse if governance fails.

The conversation therefore shifts from "Who owns the platform?" to "Who governs trust across the platform?"

Those are fundamentally different questions.

The Rise of the Identity Layer

For years I have argued that identity is becoming the operating system of digital business. This decision reinforces that belief.

As AI assistants become capable of reasoning, planning, negotiating, purchasing, coding, and interacting independently, the operating system itself becomes less important than the trust layer governing autonomous action.

Success will no longer belong solely to organizations with the smartest models.

It will belong to organizations capable of continuously answering four questions:

  • Who is acting?
  • Under whose authority?
  • Against which policies?
  • For how long?

Those questions define identity, not artificial intelligence.

IAM 3.0 Arrives

Many observers will remember this decision as the moment Google was required to open Android.

I believe history may remember it differently.

It may become the moment governments officially acknowledged that certain AI capabilities have evolved beyond proprietary software and into shared digital infrastructure.

If that interpretation proves correct, the implications reach far beyond mobile devices. Every enterprise AI platform, every autonomous agent, every cloud provider, and every digital ecosystem will eventually operate under the same reality.

Open infrastructure demands trusted identity.

Trusted identity demands continuous governance.

Continuous governance is the foundation of IAM 3.0.

The organizations preparing for that future today will build the trusted AI ecosystems of tomorrow. Those still viewing identity as a login screen will discover that the market has already moved beyond authentication. The next generation of computing will not be defined solely by the intelligence of the models we build. It will be defined by how well we govern the identities that use them.
